Surely, you won't be moving as fast as before. What more with two arrow hits. I mean if a juggernaut orc you shot six times already, and still comes at you at the same running speed, you'd get rekt when he finally catches up to you. I was just thinking of a mod that passively slows movement speed(stacking per arrow) when a target is struck by an arrow. This would provide squishy ranger type characters some advantage for using light armor, and being nimble instead of strong.
