Hidden Code?

I was playing GTA San Andreas recently and one thing I noticed about their mod sites was that a lot of them were concerned with re-enabling code for missions and stuff which Rockstar had originally intended for the game, but in the end had decided to leave them out of the game, but they didn't remove the code.

I was wondering if anything like this is applicable to Oblivion, because as I've wandered around I've noticed several things that seem to relate to missions that you can't get;

1. At the beginning of the game in the Imperial City you get a message New Topic; Couriers Wanted

2. In Fort Scinia there was a skeleton lying on the floor which had a name (Gran something)

3. The woman who lives at Drakelowe is marked as a quest giver, but she dosen't give a quest

4. Somewhere (in the east, I think) I killed a vampire named Hindaril and instead of having Vampire Dust he had the Ashes of Hindaril

5. In Bruma I was told that whatshername that lives on the other side of Baelin's house was a collector of Akaviri artifacts and that she might have some jobs, but she's got nothing to say about it

All these things seem to be mission related but I've done all the missions and these things weren't involved. Does the code for these missing presumed edited missions still exist in the game? If so has it been, or could it be, re-enabled?

YOu can't re-enable these quests. They have been removed, although not entirely (laziness on their behalf). You can still see parts of quests that were ditched, but you can't just turn them back on. However, it is possible to re-create them with the contrustion set. By the way, the woman in Drakelowe does give you a quest, but you have to start it somewhere else. It involves vampirism. You can read more here.

Thank you for clearing that up for me.

I just thought of something I've read a long time ago. Some skeletons or zombies (somewhere in a lake northwest of IC lies Nath Diyer or something like that) have named after employees of bethesda or famous people, but they've mixed up the letters.

And about the lady in Drakelowe: spoiler!

She helps you in the quest "A cure for Vampirism"
