I'm sure this has been brought up before, but i'm too lazy to find where. I have a theory. If you look at the exterior of oblivion gameworld as cells, laid out like squares on a chess board, isn't it possible to explode the board? Add a cell in between every existing one, then just populate, or move the existing dungeon entrances out of the vanilla cells into the new ones. you could do the landscaping like the guys at MERP did. The possibilities for adding content to the new landmass are endless. cities could be expanded, landscaping done, it's like making the gameworld 4x the size without really changing the content. the original game would be untouched.

I would venture to say that this is not how things work. In this game engine, when you expand a worldspace, the new cells that are commanded to be held in memory are at the outer edge of the worldspace where you start seeing voids and oddities. (All the cells already exist, but they are empty and identical-to-master and the game engine has standing orders to ignore them.) In the CS, exterior cells cannot be deleted, copied, pasted, or moved. So you cannot simply add exterior cells in between existing exterior cells. I can't think of any good shortcuts. I think one would have to resort to hundreds and hundreds of hours of tedious error-prone work in the heightmap editor.
