Foolhardy vault dwellers and DC residents AKA Get out you guns, they're robbin' the bank!

When I start a firefight in Diamond City, or in Vault 81, I feel no reason why the residents don't participate in combat, it would be more interesting to make the residents actively participate in defending their town, also add some challenge to going on a rampage through the city.

 

Think about FO3's Megaton and Rivet City, where if you started picking fights, the residents will turn hostile and attempt to kill you,
