Gishank
This thread sort of applies to Oblivion, Fallout 3 and New Vegas. What I am after is a simple mod that adds 'Doctor Who' universe-estique content. Such as functioning Daleks, a Tardis and perhaps some minor storyline adaptations (although if there isn't one that does this, with the mods authors permission I'd create one). Now I have done some browsing, I've found videos of mods that seem to do this however I don't believe they have been released (although the videos are old). There was one mod on Fo3 I saw also, however unfortunately as far as I could tell it doesn't add Daleks. Any help would be awsome.
Druuler
There are a few mods on the FO3Nexus that are or have Doctor Who themes. The main one being Fallout Who-The Last Child of Gallifrey (http://www.fallout3nexus.com/downloads/file.php?id=14107). A Jack Harkness companion was made seperately for it as well (http://www.fallout3nexus.com/downloads/file.php?id=14155). Nightmare Realm (http://www.fallout3nexus.com/downloads/file.php?id=15215) features a side quest involving the TARDIS and a Cybermen plot, and VozaLabs with TARDIS has a TARDIS you can summon and use as a mobile player home. I warn you, the TARDIS's interior here is not companion friendly :( Ghogiel's Cybermen mod (http://www.fallout3nexus.com/downloads/file.php?id=4801) provides two versions of Cyberman armour that can be purchased at Craterside Supply in Megaton. To the best of my knowledge, there are no functioning Daleks available for Fallout 3. I don't play New Vegas, so I haven't checked that download base. There is a GECK ready Dalek model available for FO3 (http://www.fallout3nexus.com/downloads/file.php?id=15362). It is a modder's resource, so you would have to provide the proper textures, scripts and animations for it to work in game. I hope this helps you in your quest to make your game more Whovian in nature :) If you decide to download the Voza Labs mod, give me a PM. It is, sadly, a dead mod, and I have been making a few corrections to it that I will happily pass on to you to improve its functionallity. I don't have permission to upload a modified esp file, so I can't post it here.

Gishank
Hmm, although it sounded a nice mod it would appear that Fallout Who doesn't have perfect documentation. I can't seem to find the Tardis. >_> lol
Druuler
According to the walkthrough, you need to find Fort Osterhagen. Once inside the facility and in the right place, the TARDIS will materialize before you (or maybe behind you, depending upon which way you are facing). The Fort is located in the North East section of the DC Wasteland.
