Patch 1.3 not affecting the Service Rifle

After patch 1.3, every gun works fine...except the SERVICE RIFLE. It's supposed to fire at 4.2 shots/sec, according to the GECK, but when I pull it out, only 2! And the attack animation hasn't changed either; it doesn't use the Marksman Carbine's firing animations...anyone know how to modify the GECK values/other fixes? Any help would be greatly appreciated.
