New start - Faction issues

Like that title states, this is a new start of many that I have played and am already vilified. Normally on it's own, that isn't an issue. But this time, it is. Let me explain that because I am sure a lot of you are scratching your heads thinking: This guys is nuts, who cares if your vilified?

 

Well for one, you would be, if your running a Vanilla game and if you just walked out Doc Mitchell's house for the very first time and immediately you get a pop-up saying you have been vilified. Now it really isn't much of an issue, because it's the powder gangers. I mean who really cares right?

 

Anyways, I complete the starting quest and now I have actually EARNED the vilification. As I head towards Primm, normally the NCR Trooper warns you about Primm. Well, as I get closer I noticed on the HUD, that where the NCR Trooper should be, I have a red blip. Hmm..... So I immediately check my inventory to make sure I didn't accidentally put on a PG armor. Nope, no PG armor, am wearing leather armor.

 

So I take it off, drop it, pick it up again, save my game with armor off. Then I reload that game, I immediately notice the red blip, further down the road and I'm in my grey undies. So I put my leather back on and still it's a red blip. I open up my Pipboy and check my stats and NCR is no where in my list, because I have NOT encountered them. Only listing is Powder Gangers and now PG is no longer listed as vilified, but shunned.......

 

Anyways, as I said I have no mods installed right now, this is a Vanilla game. Should I just delete this save and start another? No real loss if I have to, since I just started this run. Any help would be awesome.

With no answers forthcoming with this issue, I will just chalk it up to the fact that NV is just buggy. I started a new character and it's fine.
