Wasteland defense question

I am looking into making a personal mod of the wasteland defense mod. The only thing I am planning on changing is the max distance from the "center" of your fort you can place items from.

 

Basically I am wanting to put the four fort boundary signs to the north south and east of goodsprings. This way my patrols would actually look like they are protecting the town.

 

My question is how do I change the max distance from my fort I can build?

Edit: while I am at it I may make most of the goodsprings residents essential so if I decide to have an attack, I do not lose the entire town. Accurate no but in the end who cares lol
