Oblivion has stopped working

I have used this guide exclusively.

Oblivion functioned before I started tampering with mod installation, so I've deduced something in the modding process caused this. I am just finishing the FCOM portion of the guide, (the end of the Wiki) and I have no saved characters. I launch Oblivion from either the mod manger or Steam and I get to the cutscene with the emperor telling as to why he wets the bed, sometimes. After this, Oblivion irrevocably 'Does not respond'. I've built the patch. I've launched BOSS many a times. Bsa timestamps. All of that good stuff. I'm sure there could be hundreds of reasons for the failure of the launch but I'm going to ask for your help anyways. I'm willing to provide screenshots and in-depth descriptions to the best of my ability. For a meager start, I have this.
