NPC hunting

I've been hunted across country by trolls before, but now it looks like the King of Miscarcand holds a grudge...

 

I took on that quest without really preparing, so by the time I reached him, I was pretty depleted. He caught me ghosting the level, and alerted everyone else to my location, so I just ran with the stone.

 

Now it's long past the end of the main quest, but every time I have to pay a fine, he shows up with a couple of zombies to attack everything getting at me. I can beat him pretty easy now, but I don't like the collateral damage he causes to the guard, so I usually reload and go find a Doyen.

 

What are the chances that an NPC that you've fled will hunt you like that?

Find a guard wandering the wilderness to pay off your fine. If he dies, there's no loss since he'd just be killed by another guard running around the wilderness anyway. Now if it keeps happening even after you've killed him, then it's probably some sort of special bug which you'd likely have to restart your game for, or just stop having bounties.

If you pay your fine in the wilderness, don't you still go to the nearest castle after you're released? That's when he shows up. I know for sure he doesn't follow me to the Shivering Isles, but I'll give this a try.

 

I'm playing a different character who has a bandit leader following everywhere. I have no idea where I ran across her, because when I go exploring and hear battle music, I just summon a daedra and keep right on running. But she's definitely hunting me, and if I reload, she'll show up at my next quest target. I eventually got the legion to take her out in Imperial City.

There is a bug in the game where people you meet will appear outside the castle or imperial prison when you pay a fine. No one has yet explained it or found a solution for it. In one case in my game an NPC from SI appeared and now she cannot return to SI (unless I use the console I suppose). I think if you kill the creature they will no longer appear but I cannot be sure. The most commonly seem NPCs are the three fighters you take weapons to in one of the first FG quests. I have regularly come across Varulae and the publican of the main Inn in Anvil and the guards in the Malacath quest.

 

As the guards respawn I'd try to kill the nuisances and see if it happens again when they are dead. Alternatively try clicking on them with the console open and typing 'disable' on them.

The King of Miscarcand will follow you forever if you steal his treasure. People often get the "can't rest/wait/fast travel when enemies are following" message after running from the King. He will catch up with you when you are arrested or whenever you spend some time in jail. He'll keep finding you and attacking until you kill him. Why not get arrested and then finish him and his zombie friends off? The guards can help. Guards will respawn if killed anyway.
