Mod Displays dual textures ingame

I'm making a world mod and it does work. However, when i go there from IC market and try to travel between villages, I get part my mod texture and part Oblivion texture and I see IC in the distance????

Part of the textures are like the sky all over and don't move, so you can't see where you are going. Everything else seems fine.

Any ideas???

Okay, Update. Figured out that it's where the cell boundaries are. When I'm ingame and got to my new world, I see a wall around those cells and then missing textures farther out. How can i get the seams to mesh, please???
