Ingredient Effects at Crosshairs

I've asked the Mod Detectives, and in other forums for this mod with no responses, so I assume its not made.

 

I loved how in Morrowind you can run along and just look at a plant and know what the effects of the ingredients are without having to go into the inventory screen to find out. Is there any way to implement that into Oblivion? Someone that knows plants and thier effects should just be able to look at the plant itself and know what the effects are in my opinion.
