My First Mod (Need a bit of help also)

My mod is basically going to be a new Town so far a town called Gak'mher for Orcs I hope to add plenty of new quests and maybe even a guild. So far i have changed the textures of the Town guard cuirass and shield to have the Gak'mher logo on them so far its gone well but something bad has happened that i don't understand I made a new NPC and added my armor to it plus the required chain mail. In the 'full' preview all the armor was on him including the shield and cuirass I made but when i put him into the game he was wearing all the chain mail but not the cuirass or the shield but when I pick up the shield and cuirass I can wear the cuirass, but not the shield. This is a bit annoying as you can probably understand. I was just wondering if anyone could help me out ? (Please note : I made the shield and cuirass from scratch i didn't edit any of the ones already there the only thing I used was the model and the texture.)
