mgs 5 style decoy

i was playing mgs 5 recently on my laptop, i had just unlocked the decoy item, and it hit me, it may be as good as its ever been, but the stealth in fallout 4 is still lacking, even on survival... ok fine i think all that, but i did think "wouldnt it be fun if i could screw with raiders using mgs 5 decoys? " anyways thats my request,

i would assume that you would have to make them work in a manner similar to synth grenades, but instead of working like a grenade it would have to be a player controlled detonation, like c4 in fnv, or maby a variant that works like a mine, so when an npc walks over it it a decoy pops up, though i personally wold prefer player controlled detonation,

 

you know what? i would also like to request player controlled explosives, like c4 from fnv,
