CarbonoxInfernox
On the xbox 360, i've played through oblivion for years. I just got the pc version, and i feel like i shouldn't have to go through the long grinding process of training my skills and leveling up again, i just want to do quests, adventure, and try out the massive amount of mods available for the pc. I used a website to figure out what my level, health, magicka, and fatigue would be if i maxed out the skills and attributes, and i used the console to set all of that. The problem is, the game isn't recognizing my level (44). Shops don't have anything higher that fur, iron, and steel, and the same thing with bandits. Basically, the entire game lacks the diversity that it should have at higher levels. how do i get the game to recognize my level?
Freakyman
im not 100% about this but once when i did used to cheat like crazy :D i found that increasing your level and stats in sets of 50(or your skill to the nearest whole number) a bit tedious and then waiting for 7 days and then checking the shops made my shops change loot, because sometimes you need to wait 7 days for the shops to recognise your level give that go hope that helps
Tomlong54210
Oh, yeah, you're talking about a cell reset. The default respawn time is 72 hours. Mods may change that, but if the OP hasn't added any mods that do that yet, waiting 1 hour more than that settings (73 in the default case) should work. --Tomlong54210

I waited the 73 hours, and i don't have any mods that change the respawn time, but when i went to the roxey inn, (which is usually an easy place to get daedric and glass) the mercenaries still only had iron and fur armor. Tomlong54210
It might be the case that some merchants have low leveled lists, which means that they won't every care very expensive items or will only rarely. If you really want to overhaul what various merchants carry, you might want to try Enhanced Economy. Try shopping around first though, in other areas. --Tomlong54210

It's the leveled armor and weapons carried and worn by NPCs that are staying at fur and iron.
