Help adding perks to entire race

Hi i have spent way to long trying to add a perk to the human race for my perk menu ingame to be forever empty

 

Solution

 

Magic effect

Peak Value Modifier

Constant Effect

Self

Assoc Item i set to action points

Perk To Apply the perk you want

 

Spell

Ability

Constant effect

Self

 

Add the effect and a magnitude of 1

 

Then add that to the race menu in special
