Looking for a mod to add a building to a specific area

Hello,

 

I hope this is the right place to post this. This isnt a mod idea, more a request if anyone knows of any mods that add a building to this area here:

Now I use Seagulls Rest, a small house mod. But im not to thrilled with it, I dont wanna waste an esp slot just for a house mod ill never use. Issue is, I used to use Solitude Dock District for the longest time, but when I changed ENBs I kept crashing at Solitude Dock District. I knew it was a buggy mess and took alot of memory when I was there and a newer more heavy ENB and that mod just didnt mix. For hundreds of house I was used to a building there, a small imperial smithy/shop. Iv replaced the Dock District with the one you get with the Northern Cardinal (much smaller and not as grand but it will do) but now im looking at this blank spot and it bothers me, im not sure why. So does anyone know of a mod that adds something there?

Here is the current mod I use to show you what im kinda looking for, maybe a shop or atleast a NPC home so its not just a empty lifeless place:
