Unusually Fast Animations and Animation Stutter

Ok so I finally got my Fallout New Vegas back up and running, unfortunately I noticed yet another issue when I got in-game.

The animations (Walk/Run, 1st/3rd Person) seem to be unusually fast.

My walking speed is very fast and it stutters every few seconds (As in it jerks into the "Starting" position of the animation).

I tried updating to the newest NV Configurator and changing the FPS Clamp. However no matter what I set it to,

it was either too slow or too fast; and the variables didn't seem to matter

(FPS Clamp of 30 was as slow as an FPS Clamp of 60/ FPS Clamp of about 100 was as fast as 200)

So then I hear that it might be an error or inconsistency between the Fallout.ini, Fallout_default.ini, and Fallout_prefs.ini.

So, I opened each up .INI in notepad and used the "Find..." option to locate each FPS Variable and they all matched exactly.

 

So my question is this: Has anyone else gone through this same issue, with similar results as stated above?

And do any of you have suggestions as to how we should go about testing/fixing/solving this?

Hmm, I just tested by just making a new character and running around Goodsprings.

It seems that running/sprinting/jumping around "shifts" the animations back to normal a bit

(The stuttering isn't as noticeable, except when crouching and moving backwards, and moving up/down slopes)

I also just tried firing over and over while running around and loading new terrain, raising the CPU and RAM usage as high as I could

(Which seems to "normalize" the animations ever so slightly. At least I felt the animations to be more comfortable)

The 1st person animations are still pretty fast though...

 

I'll continue testing as I play.

(It's been too long now, I'ma play with or without buggy animations)

Used Project Nevada to tune the movement speed as low as possible and it seems to alleviate it just enough.

 

But I'd really like to know if any of you have found an actual fix.

I did a clean re-install and everything is fixed but...

Looks like WMX might be causing the animation problems,

when it I overwrite the animations it prompted me to,

the walking animations mess up.

 

I'll test some more.

It's caused by New Vegas Game Stabilizer A8, purposefully. To "fix" it, change the setting in FNVEdit.

or console command // setgv fmoverunmult 4 \\ (WITHOUT the // \\ )
