question about the Francesco and MMM mods

Hi all, first question, do I have to restart a new game in order for the Francesco's leveled creatures/items , MMM, or the OOO mods to take effect?

 

I have heard about OOO that removes the level scaling and was considering installing the mod. However, upon reading more about it, gameplay can be quite difficult in the beginning and it can be hardware-intensive.

 

I just need a simple mod that removes the level scaling ( without changing much else in the game), so I am considering the Francesco and MMM mods.

 

So my second question would be, would these two be good enough, or should I consider something else, like the OOO lite, Brashers Oblivion Overhaul, or the Dynamic Leveled Lists
