Is there no "Recruit" topic when you talk to NPC's?If that's the case, then the actor must not have a "Rumors" topic. The actor must have a "Rumors" topic so that the "Recruit" topic can come up. Or, is it that every time you try to recruit somebody they refuse?If that is the case, then the actor/NPC must like you more before they accept to be recruited. Try bribing them, or, try this cheat: Click on the NPC and type in console (without quotes) "ModDisposition 14 100".
