LE Zaraki's Eye patch limiter - Bleach

so, i like bleach, a lot, and i use a mod (called better mage) that increase the power of destruction magic when my magika increasing,

i looked for way to do it my self (but i can't really code well, or, at all...) and what i wanted,

 

was to have a power / enchantment, that would "suppress" my magika when a certain object is worn.

now, i say suppress, not reduce, for example, an enchantment that will keep my magika level at 100/2000 at all times, and only when i remove the clothing (eye patch, for example), the magika increases to it's original state - 2000/2000
