Long time to fade textures in

So I can't figure out why this is happening.

I'll be playing fine and then get to an area like this and the base textures will be there but most of them aren't and it will take forever to load in.

I can walk around and jump and everything. No hit to frames or anything like that, it just very very slowly loads/fades in.

Running a gtx 970 with all 2k or under textures, no god rays. Launcher says I should be playing with all ultra settings but I keep hitting this problem.

Any ideas how to fix this would be wonderful.
