Power armor type specific frames

Doesn't it seem silly that you can make a T-45 into an X-01 just by swapping the plates?

My idea is that each type of power armor should get its own unique frame, except for raider power armor, because they just bolt scrap metal onto whatever frame they can get working.

That would also mean that raider plates could be attached to any frame, regardless of type.
