is there any mod to reduce female arm masculine ?

Depending on the body type you're using, you should look for skin textures in the "Models and Textures" category (eg. SG Textures Renewal, but there are many others). Many of them have less defined muscles or let you choose from different styles.

The CBBE Slim body type with either the SG Texture Renewal or the Fair Skin Complexion mods do not seem very muscular, especially the slender Bretton and Wood Elf girls.

Most meshes have fairly broad shoulders too, which won't help with a more feminine appearance. If you use Bodyslide, you can thin the arms and lessen the shoulders to some extent which helps a lot. At the extreme end, there's the UNPetite body meshes for a tiny girly body. :smile:

 

As said above, texture choice helps a lot too. Mainly the normals (*_msn.dds) affect musculature and I agree, the normals from Fair Skin Complexion are very soft and my own preference for such 'softer' characters, though SG are pretty good too.
