Grappling hook and climbing equipment?

There are numerous top (or so) levels of the building remains in the DC Ruins, where the horizontal construction beams offer an excellent opportunity for climbing by a (scoped?) grappling hook to spend a night at a safe place. And not only that.

 

A grappling hook could be used to get on a roof of a building and use it as a sniper point!

 

Now, how about that?

 

If this idea is OK, I could be only happy to contribute to the ideas for our FO3 gadgets;)

It's been requested a few times since '09, so it looks like it's probably not going to get made. Too bad, it would totally make my mod a lot cooler.

Needs a lot of new animations, theres no enging backing for things like this, wouldn't integrate into the slipshod Havok system well at all, plus theres invisible walls in the sky all over the place that would prevent this. There isn't an option to get up there for the same reason you couldn't use Levitate inside the city walls in Oblivion: They're internal cells without anything outside, and to see out there would be to completely break the illusion of a continuous city.
