Weapon mods(in game)

Can you make it so you can change weapon mods on the fly without a bench? (this should be possible).

 

And this is a dosey , I want to be able to make mods that change ammo consummation, ammo capacity ,rate of fire, ammo type, projectile type, so can you make a mod for a weapon that adds nothing to it other than change it's ammo consummation or ammo capacity or rate of fire or ammo type or projectile type?

 

It looks like you can do this since a weapon uses a list for the mods just leave the model bits blank,ect but I am unsure if you can do 2+ of any mod to change all the stuff I want to change beyond grips,barrels,sights and stuff.
