sometimes point blank VATS shots do no damage whatsoever?

as per topic really, sometimes my VATS shots at point blank range (or when they've closed me down in between shots), seem to do no damage whatsoever.

 

anyone else seen this or how to fix this as if i'd expect a shotgun shoved up in someone's face to do a decent bit of damage!
