Anne Hargraves can't be recruited, need help

Hi all,

I've run into a problem... again... This time Anne Hargraves can't be recruited. The dialogue option does not appear! I ask her what she does and she says something, something seamstress and then none of the resulting speech responces sound like recruitment and none will recruit her... it's f*#@ing nuts, that's what it is. In the previous playthrough I first entered the radio station after saving Strong and Rex and she would not recruit. In my current playthrough I entered the Radio Shack(Ha!) before saving Strong and Rex... to no avail... #Puzzled. One time in a much earlier game I managed to recruit her but now I repeatedly fail in my attempts.

Have any of you encountered this? Know of any remedies for this calamaty? Perhaps some console command that could help me? Any help or guidance on this matter would be appreciated.

Yeah, tier 4 merchants are a 4 tier s#*! cake
s#*! tier one: Initial recruitment can fail in dialog(Rylee, Tina(who was actually cut), others)
s#*! tier two: Their packages can block conversation, Rylee's wandering can block sending to a settlement, Anne can walk away in the middle of a conversation
s#*! tier three: If you somehow manage to send them to a settlement they will spontaneously leave store assignments, or not actually stock items. Vault tec rep can revert to the first conversation, blocking the vendor dialog)
s#*! Tier four: Some of them will just not appear in your game


However, you have to complete curtain call to recruit her.
