a programme for sorting out mod conflicts

i dont know if there is a programme out there that sorts out mod conflicts and sets them up in an order in which they dont conflict

if there please let me know or if oblivion mod manager does it

No, while OBMM does allow you to adjust loading order, and can tell you what conflicts you have, there is nothing that automatically sets them up in an attempt to work. You still have to use that ball of jelly in your skull to figure out what mods should be loaded when, and know what mods do what to avoid serious conflicts. Mods loaded last will have priority over mods loaded first if there are minor conflicts. Mods with major conflicts will probably break regardless of how you have them loaded. For instance, you can never have more than one mod which affects races, hairs, or eyes. You should never use two mods that change the same settings, items, or npcs.
