Ivoryhammer
Are you using any mods effecting encumbrance? It could be that they are encumbered.
David Brasher
This problem happens to me on a random basis. I have never found the culprit. In my case. If I save the game, exit the game, reload Oblivion, and then reload my savegame, the enemies will be back to normal. My problem can occur with companions as well as enemies, especially Ogres. Drake6262
yeah, thats my problem. i know mit is nothing to do with ecumberence, as they can run and move after pausing oblivion and reloading it.

If there are many NPCs/animals in the general area, the combat AI has problems adjusting. Something you could try in Wrye Bash is to rebuild the Bashed Patch, then under the Tweak Settings heading change AI: Max Active Actors to 100, and rebuild. Default is 40, and while you may think that's enough, consider how creatures are present in any zone.
