OWB: I stopped leveling completely once I hit level 42.

I was in the [Don't read if spoilers make you cry] X-8 testing area doing this thing where you have to get a few student reports or whatever... and I hit level 42 and it says "LEVEL UP" as always...but doesn't take me to the skill screen, and after that it's just stuck at level 41. If I kill anything else it doesn't reward any experience. I thought the level cap went to 45? I have all the other DLCs prior, so this doesn't make much sense to me.

Sounds like a glitch, have you tried disabling any mods you may have and/or loading from an earlier game save and re-leveling?

Are you sure there aren't any enemies in the cell around you? Even if you have low perception and cannot see them they are still there. So make sure you get far away from any spawn zones, or fast travel to a cell you know to be safe. The Big Mt dome is a good place.

Update: It's something about that testing facility. It doesn't level you up (or in this case, MAYBE it's just my game) until the test is "over". :P It was delayed.
