Swampfox92 Posted May 19, 2016 Share Posted May 19, 2016 (edited) Your problem makes no sense. From a fresh install of FO4, there are literally two things you need to do to enable modding. The ini change[Archive]sResourceDataDirsFinal=bInvalidateOlderFiles=1 and installing and using NMM. when it asks you to make your plugins.txt not read only, you select yes. That's all it takes. NMM mod management should work like a charm. The ONLY other issue I can possibly think of is that your game is installed in program files and NMM doesnt have permission to poke around in there.
