HELP! How do I give an NPC a different weapon

So I'm attempting to give a specific NPC code a plasma rifle so that I can spawn them with plasma rifles instead of their standard institute weapon.

 

Here is the specific NPC code - 001511d6

 

I'm using FO4edit for this and have tried numerous times without success.

 

Please help, it is for a huge project I am working on.
