OWB DLC: Sneaking in Big MT Outdoors

The Big MT outdoors seems to be all lit up at night. I can't sneak into pistol range of a Lobo without being spotted.

 

That was with 75+ base Sneak plus Stealth Suit V. 1.4. I don't have Run Silent but IIRC that perk only affects sound so it factors only in close quarters (which I can't even get in close).

 

Or is the #$%$ Stealth Suit bugged with a locator that trasmits my location to every moving thing in range?

I'm doing OWB with 100 sneak and silent running (which, according to Wiki: "... completely negates ALL movement penalties, regardless of movement speed." so it's just as effective indoors and out).

 

But, yeah, the enemies in OWB are unreal perceptive. I get detected at a WAY longer range than in the Mojave, when I had a lower sneak stat.

 

On a related note, it seems that sometimes the "caution" flag when sneaking stays on even when you've dealt with every enemy around. Couple times I was sure I was in the clear (got the end-battle cinematic and stealth suit says "fighting over") and reloaded the game to get "hidden" again. IIRC, the same thing used to happen to me in FO3 soon after its release.

I took a look inside Geck and the lobotomites have Perception of 5, 100 in sneak, guns and melee weapons.

 

So how can they discover us so easily? Also, I play with 8 in Perception, and sometimes I cant find them until they attack me
