can you create your own factions on oblivion?

i really like the anime bleach, and i want to create the gotei 13 as a faction, is there an way to do that?

I've no idea what "gotei 13" is, but you can't create factions in Oblivion unless you design your own mod to add one. It's pretty complex to do, as modding goes. If you want details about how to build a faction mod, check out the forums at Bethsoft's official boards.
