Getting missing meshes and certain textures are going white

As the title says, I am getting the big yellow exclamation marks of missing meshes, and some textures are white. I wouldn't mind changing some of my mods for others, but only as long as they do the same/a similar purpose. I'll put all screenshots up via my steam account, as it is very convenient, however my mod list shall be in only text. I will put up additional info as it is requested, but to start you off, something you will be needing:

Playable_Captains_Armor.esp (Allows you to wear Imperial Watchman/Captain's armour)

300_Artifacts.esp (Adds some artifacts :))

Visually Enchanted 2.1 No Shock Particles.esp (Pretty obvious, allows you to see that an item is enchanted. This version lacks Shock Particles)

Horse_AI-2364.esp (Allows you to take ownership of stolen horses)

QuietFeet.esp (Silences non-human footfalls, making it creepier and avoiding stutters and lag)

No Psychic Guards v1.2.esp (Makes guards non-psychic, making crimes harder to spot and more realistic)

RenGuardOverhaul.esp (Reneer's Guard Overhaul, changes guard behaviour quite majorly)

Regional-Bounty-Decreasing-v1.2.esp (Makes bounty regional, and makes it decrease over time. Probably a conflict with Ren's Guard Overhaul, but not to do with meshes at all)

BOSS should have sorted that out. I'll run OBMM's utility for conflict checking.

 

And, OBSE is claiming I have the original version of oblivion, although I updated to the latest. I will perform an arrow dupe to check though.

 

EDIT: Ok, it seems that the update failed, even though it claimed to work. My arrow duplication, an exploit that was patched, worked. Looks like I'm needing to perform a repatch. Also, I'm unsure if my Oblivion is UK or US, as all early UK editions of Oblivion were actually US copies. I need a way of checking.

 

EDIT 2: The US Patcher failed, tried the UK one (My native country), and it worked, claiming to be successful again. Time to check!

EDIT 3: Checking requires a new character :(

EDIT 4: According to Urist McTest the Khajiit, it failed. I managed to duplicate 999 black robes, spawning only 1 originally. Look at the result:

EDIT 5: It's not making any changes whatsoever.... Strange.

EDIT 6: Time for the last resort - a complete reinstall and patch from disk copy. I'll back up all of my mods and saves though!

EDIT 7: Took a few tries, but I got Oblivion reinstalled and updated (It actually had 0%-100% on the top bar this time - it just skipped it last time). Time to re-enable all of my mods and check if it now works!

EDIT 8: OBSE moaned at me again and said I still had the original version. For some reason, Oblivion is just refusing to patch completely :/ I know I have the right version of the patcher because the US one fails completely and comes up with an error message, while the UK one claims to work completely ok.

EDIT 9: Still no progress, need some help here! For now, just going to play dos emulated Arena and Daggerfall :P
