There is a mod that gives you a portable workbench and various kits to do different things with it. This mod is called The Mobile Mechanic.

It was uploaded to the Nexus after this thread ended back in 2016. You craft the portable workbench and it's kits at the Chem Station. The workbench weighs 15 pounds, but does nothing by itself. You must also craft one or more of the kits, each being 4 pounds. There are kits that give you all the functions of an Armor Workbench, Weapons Workbench, Chem Station, Cook Stove, and the 5th one allow you to scrap junk items. You can carry all the basic workbenches of a settlement with you, or have a companion carry this stuff. The author, Fadingsignal, also made a K9 Harness mod to basically give Dogmeat a backpack. I usually just have the dog carry these items.

T.A.S seems better if all you want is to be able to attach a different scope. Silencer could be optional too but honestly, once you have a silencer, there is no real need to remove it in this game. Mobile Mechanic is a good mod, but its not really the ability to toggle between different weapon attachments quickly.

Still though, if you look at Modern Firearms, the author was able to create an ingestable toggle switch for many functions of your equipped weapon. One was a flip up 4x scope. A lot of people seem to not like Modern Firearms coz it changes too much but it really is a great mod. If he figured it out, I am sure it can be done. Rather than an animation, just a Holster weapon then bring it back up animation would be fine for vanilla weapons.
