Modding a Mod

Okay, I know nothing about modding, at all. Therefore, me attempting to create a mod from scratch is not likely going to happen any time soon. However, I was wondering if there was a way to mod an existing mod. I downloaded a mod, and rather like how the weapon looks and such, but I find it's values to be rather game breaking, as a level three character has a 33 damage rating with it. Tips on how to tone this down, or, in the case of another mod, tone the combat value up a little? (The relative uselessness of two-handers in Oblivion has always bothered me)

You use TESCS (The Elder Scrolls Construction set). If you need any help doing that just ask

I figured that much out. I tried it myself, but it doesn't look as intuitive as it did with Morrowind. Maybe that's just me, but I remember slapping a new race together like it was nothing. (At least from a pure mechanics standpoint)

Okay I'll guide a bit.

Open up the CS.

Go to Files and open up Data.

Select the mod you want and "set as active file".

Now extend Items>Weapon.

Find the weapon that you want to edit in there.

Open it up and find the Damage.

Edit it to what you want it to be.

Save.

Done.
