Serious FPS Drops when looking certain directions

Only happens in the open world, or when there's too many enemies. It's not a temperature issue, since all temperatures are 75 C or lower. The FPS drops to 30 or below. Final Fantasy XIV, ironically, in DX11 mode has no issues, anywhere, at all, even with 45+ people in view.

System Build:
-- AMD FX-8350 (Stock CoolerMaster Cooler, but with Noctua Thermal Paste.)
-- MSi AMD R9 390X 8GB
-- HyperX 32GB RAM (Heat Fins, Low Profile)
-- ASUS Crosshair V Formula-Z Motherboard
-- SAMSUNG 850 EVO 250GB SSD (The only drive on my system)
-- Fractal Design Define R5 Case
-- Windows 10 x64 Pro Retail

I have no ENBs or graphical injectors running. The only mods I have installed are below:

The FPS Drops do not ever happen inside, smooth 59-60 FPS. The FPS does not drop when looking northwest, north, or directly west when standing in the northwestern sections of the map. (IE: Sanctuary, Concord, Lexington, etc.) This is also a brand new less than one month old build, but I cannot refund / RMA any of the parts.

Another fun fact, the load times on Fallout 4 for going to certain areas can be as bad as a mechanical HDD, over 20-30 seconds, even though it's on an SSD. Witcher 3 however loads every area within 5 seconds. Going back to the main menu of the game takes less than a second, and the main menu has no lag at all, no matter what direction the camera is pointing.

Suggest you drop the rez by x1 to see if the games speeds up, you might be over the graphics limits for your hardware.

I did and the FPS drops stopped Entirely.

 

I can see High rez in your shots, so it looks maxed out. Too Clean, some textures may not be optimized, Dog meat, the shopping cart.

No, the rainbow textures started occuring in 1.3 when Bethesda added Weapon Debris and HBAO+ according to the thread I linked earlier. Bethesda apparently knows the problem exists, and is working on it.

I'm not sure about your texture issue, however the fps drops are usually caused by increased draw calls count. You can decrease it by lowering shadow distance. Set it to medium and get Shadow Boost, in the .ini specify your max shadow distance to 17.000 or 20.000 (ultra preset) and desired frame rate to 58. This way Fallout will boost your shadows range only when you reach 58fps mark.

 

You can get more accurate, tweakable and less demanding AO with latest Enb. Turn off HBAO in the launcher and in the ingame Enb UI shut down all the effects with exception of SSAO.

 

 

Also disabling combined objects makes your game tank fps. Some mods require this tweak to load more detailed meshes as components of bigger object.

It's normal for Bethesda games to have increased load times as you progress with the game. All the interactive objects data (non static objects placement like junk, loot, bodies, etc or settlements edited with workshop) stored in your save is being loaded. Witcher is much more simple and straighforward. Interaction with the world are limited, which means less variables. It's mostly driven by quest stage progress.

 

In Skyrims case increasing fps during loading screans (uncqapping fps) shortened the time you need to wait. Though it's a bad idea to have more than 60fps when you play. Engine physics goes bonkers. Back then I got around that by forcing Enb to not cap fps in menus and turning off vsync in game ini.
