i hovered over those yellow stars with the missing texture issue with refscope on but it doesn't detect anything at all not the ones closer to the ground and not the ones airborne in the sky , i have taken a look under water at IC and man it sure is a mess. I have checked a lot of places underwater with refscope yet i can't find the one that causes that green stuff , i do know that i have a few mods that change things in the water

i have tried disabling alive waters and enhanced waters if that would fix it but to no success , i do have a question though if i disable a mod should i rebuilt patch every time? I noticed that even though i swam for a while i don't really see the stuff alive water adds could be i didn't check far enough. Sorry if I'm asking noobish questions , normally I'm okay with the usages of mods for oblivion and manage to fix em but not this time so thanks for putting up with it.

well i guess i was rushing that and missed the console part , fixed that problem was something from natural environment apparently (took me awhile to SELECT it to figure it out cause it kept saying it was me). I can't manage to select that green stuff ,if it has to do with the ini file what should i do? I fast traveled to bruma to see if it just only occurs at places near water yet it happens there to , i also noticed more of those WTF signs (yet i'm positive that has to do with Open Cities Reborn hence the fence and guard towers it adds is not visible for me in game while previously it did so i can fix that easily) yet an old problem that made me restart oblivion again (cause it kept annoying me forcing me to restart Oblivion and spam quick save every few feet i walked) and adding FCOM itself is still there , for some reason wherever i walk in bruma for a few seconds i get CTD

You can't rush through explanations of how to use tools if you want to fix problems. :) What happens when you use Refscope on the green stuff? Does it say its origins are Oblivion.exe? If not, what does it tell you?

nothing that's the point (although at one point it said skeleton when i selected something trough console might have been a skeleton corpse there but couldn't see it cause the green stuff was over it) though i'm wondering if OCR conflicts with something (might be what's causing bruma to crash for me) i know OCR has a patch for OOO but not for the rest so it might be that

sorry for double posting , i think i fixed oblivion crashing at bruma but i still have the issue with that green stuff (i think it became bigger and even more then before) , the game itself is so freaking bright (indoors its like the sun is shining) and the npc their faces as well (maybe because of beautiful people) i added some darker mods to see if that helped , didn't do anything at all and my last issue is probably something to do with the ini file i changed a line or 2 the issue being: that when i change my settings like put distant grass , actor , object at 100% it jumps all the way back in a lower position. It's good i can see buildings from far away now but it bugs me that when i walk some npc's become black or basically invisible

You're not running OBGE, are you?

 

Otherwise, the best idea may be the Half Rule: disable half your mods (making sure that if you remove one, it's not a parent to something else you're running). Then start up Oblivion, and see if the problem persists. If it does, disable half of the mods that you still use. If it doesn't, restore half of the mods you removed, before.

I don't think i'm running OBGE , i checked but i'm not so sure. guess i'll give that a try then
