Problem with armour/armor ratings and perkus (i know i know that old problem, but run through guides and reinstall of perkus 3 times)

Problem with armour ratings at perkus (i know i know that old problem, but run through guides and reinstall of perkus 3 times). i am around level 25 and my leather armour from addded mods is very high with various chest pices being about 100+ armour. However i just stumbled across the first piece of steelplate and its armour is sitll the standard. I am speccing light armour but haven't got a huge number of a perks in light armour but have some what have i cocked up? have i cocked something up?. I run a bashed patch it bosts the armour to about 45 is that where it should be? because its still lowever than the boots for the same set..... >.<

 

my load order is as follows. I would really appreciate an assists as i've been tearing my hair out. I've re-installed perkus and a number of related mods, rerun the the patchus etc.
