Is it possible for modders to take advantage of this unused landscape, to fill it in with say, tombs, caves, ruins, towns, etc? Well you say it is to close to the edge, answer: An increase in density of bolder, cliffs, bushes and trees. You could probably be able to turn some of the npc conversations into quests. After all, no-one would go out to, lets say Skyrim to loot a tomb, when they could just loot one outside the imperial city. However, there was a major overhaul of Elsweyr. The amount of work that went into that was astronomical, so to do the same for every else would also be very difficult and time consuming. Not only that, but with Skyrim coming close to release people are less likely to undertake huge projects. If the mod's good, the mod's good, and people will know without an arbitrary system saying so (not dissing the endorsement system, but I can understand why some people don't want it) On topic: There are a few mods that do this. The problem is, once you do leave the borders of Tamriel, the game starts to feel very, very empty. There is no spawn data, no exterior pathing grids, and like you said, no tombs or caves or anything else but region data. (If that? I haven't taken a close look at the lands beyond) so the amount of time required to do such a thing is tremendous, even if it is in a rather isolated area. My own mod which (if I remember right) contains about 1000-1500 cells of landmass between two islands. The amount of time spent populating it with spawnpoints alone took quite a while, not to mention setting up caves, various points of interest, et al. If I had to guess, I probably spent about twelve to fifteen hours on the smaller of the two islands alone with building the town, spawns, caves, etc. Mind you, it was all hand crafted and I could have easily cut that time in half if I copy/pasted parts of caves, but where's the fun in that? Is it possible? Sure, there's nothing preventing us from tapping such rich amounts of real estate, but it would also require IMMENSE amounts of time to populate an area big enough around your focal point to be believable. Still, I would personally love to see it happen with larger mods. I'm tired of having to keep notes of which mods use the same real estate so I don't accidently run them both at the same time.
