Nevada Skies -Lighting issue

While following Gopher's excellent guide for creating a cinematic fallout http://www.youtube.com/watch?v=JSBGC6Dcbz4

i've run into an issue concerning the Lighting effects of Nevada Skies. In package manager I currently have:

N.S. - Data

N.S. - URWL HH

N.S. - Cloudpack

 

Basically I get different images based on where the camera is looking during night time game play. If I stand facing a light source, the game resembles the old lighting. However if i turn away I get the desired black look. For better communication purposes here are screens.

after looking at these, for some reason the difference in lighting isn't there?

 

But ingame it is very noticeable.

Bump I have also tried this with Fellout and it does the same thing.

 

Edit - Fixed changing ingame brightness.
