Elven armor before Lvl 15

Am i out of luck and have to get all the way to Azani Blackheart in the fighter's guild questline, or can i find a set of Elven armor some place else?

Even if you get to Azani Blackheart, it'll be weaker than standard Elven armor because you are a lower level. So unless you just want the look, no. You could go to the Testing Hall... Open up the console and input coc TestingHall. Then just find the Armor Warehouse and Weapons Warehouse if you want the weapons too. Once you are done, you can either go into Hawkhaven (green lights in the center) or type coc Hawkhaven, or coc ICMarketDistrict01 to warp to the Market District in the Imperial City.

 

The Testing Hall is of course cheating though :P

Why not just add the items using the console, instead of suggesting this testing hall, and also...I never knew that; about the stats? WTF? Stats will be lower than standard Elv armor? Its not a leveled item, i mean, its not a quest reward or anything...wow...
