Unless you are creating a new mod and not just using those made by others, there is no reason or need to unpack any of the bsa files. unpacking just makes things more difficult for a neophyte. I have well over a hundred mods running and my bsa files are not unpacked.

The meshes folder is automatically created when you install the first mod that has meshes. IF you use the unzip the mod directly into the data folder method of installing. Or, if you prefer, you can create it yourself and it will automatically be used for any meshes - be sure to use the exact spelling though. (Meshes)

I recommend getting and using OBMM (Oblivion Mod Manager) and OBSE, Oblivion Script Extender) These are not mods and do not install like mods so be sure to read the documentation first.
