One of my favourite thing to do in Morrowind was to go off and kill some guy involved in the main questline. Why? Because I could. That would explain so much... Like after I completed Quill Weave's quest and shot her with lightening, an Argonian named Quill Wove suddenly appeared with a bizarre moustache...Well, the part where it actually makes sense is with the way that the dynamic quest system works in Skyrim. You can't exactly make quest based NPCs unkillable since it isn't always the same NPCs who are related to the same quests. So if you have a pool of 15 NPCs who can fill in for any quest role, but 3 of them are dead, any of the 12 remaining can progress the quest along... The problem however is if someone goes and kills all 15 NPCs, or if the pool of possible NPCs for that stage is only 2-3 NPCs or just one specific one. In all cases however, the solution would simply be to make those NPCs respawn after a few days (IE... you "kill" them, they get hauled offscreen, redressed and cleaned up, and put back where they were so that you get the fun of killing them, but the town doesn't lose one of their contributing members), if not just make an unkillable one that only gets enabled if the others are dead.
