Ummm... use the "Resize" control?

 

The Purple indicates where it is with Paint (Win7 ver. There's a similar control on a secondary menu in WinXP.)

 

 

  Reveal hidden contents

Resizing works great, I personally use GIMP though.

 

Using the Scale Image button and selecting the Quality to "None" it shouldn't remove a lot of quality from the image. Alternate between None and Cubic and see which one you prefer.

 

Then once you're finished be sure to save it as a Jpeg, then depending on how big you want the image, adjust the quality of it. Don't make it too low though.. The quality is horrible and enough to make even the mightiest eyes bleed.
