Francesco's Items and Creatures

I like Francesco's leveled items and creatures but I really don't like the fact that creatures are static and don't level with the hero (yeah, I prefer oblivion this way) so I'd like to know if there is any way to keep other Francesco's addons (new items and new creatures, more enemies and bossess in dungeons etc...) but removes the static spawns.

 

Please tells me if a special version of the mod exists or if it's possible to make it easily
