Spent the last two hours trying to fix this. Searched many times for a fix, someone in old thread suggested adding it through console with player.additem 0100f852, but console says the id number is unidentified. I tried clicking on a different box to get a better code, but that turned out not use full. So I've tried using console, tried going back a few saves, tried leaving and coming back. Check in what order you are loading the DLC. For instance, on my PC Honest Hearts is the second DLC loaded so the id number would be 0200f852. Also try replacing the last 2 with a D.
