Abramul
Try starting with the "Become Familiar with the Blender Interface" section of the Blender 3D: Noob to Pro Wikibook.

Abramul
There should be a pulldown in the top left of each menu section. The defaults are:Top---User Preferences, icon is a lowercase 'i'Lower-Middle---3D View, icon is a gridBottom---Buttons Window, icon looks like a big '=' Using obsolete formats is inconvenient for all concerned. TheTerminator2004
Do you have an ATi graphics card? If so, are you using the latest drivers? If you are, that would be whats causing the problem. In the latest drivers, ATi dropped support for some really basic 2D functions in OpenGL, but Blender uses these to render the menus (which are all done in OpenGL). The only way to fix this is to roll back to an older version of your graphics drivers. (or get Linux)
